About Tim

An Attorney for more than 25 years, Tim brings a wealth of legal expertise to the advocacy process and is well regarded by Legislators as well as by the Governor’s Office.
 
Tim’s knowledge of government comes from many levels of service. Before entering private practice, he served as Legal Counsel to the State Lands Commission and Chief Legislative Advocate for the Water Resources Control Board. As a private attorney, he has represented municipalities, redevelopment agencies, and special districts. He served over 12 years as Judge Pro Tempore for the Sacramento Municipal Court.
 
Tim has represented a number of nationally recognized corporations and business associations in helping them successfully resolve legislative and administrative difficulties. His advice and counsel reflects a keen understanding of the complex political and regulatory environments that entities doing business in California face. He has also served as General Counsel to a number of California enterprises.

• Enactment of legislation to provide civil relief for trucking and small business from prosecution under the Business and Professions Code.
• Enactment of legislation to expand California’s reflectorized license plate and computer networking programs.
• Enactment of legislation to provide sales tax relief to agriculture and the propane industry.
• Passage of Proposition 2, the Clean Water and Water Conservation Bond, and Proposition 172, the Public Safety Initiative.
• Rewriting the Vehicle Code to decriminalize parking offenses and establishing a statewide administrative hearing process to facilitate resolution of parking disputes.
• Enactment of legislation providing grants for COPS and Juvenile Justice, resulting in over $1 billion in new dollars for funding local public safety.
